Rose C. Merchant, Ph.D., M.A.

Dr. Rose C. Merchant has held the position of Deputy Director, Bureau of Services, for the Prince George’s County Department of Corrections, since August 8, 2005. She has over 15 years of experience in the human services and criminal justice fields, and 12 years of experience as a supervisor. Dr. Merchant was born and raised in Oberlin, Ohio. She attended college at Norfolk State University in Virginia, receiving a B.A. in Psychology in 1992. After relocating to the Washington metropolitan area, Dr. Merchant received her M.A. degree in Counseling Psychology from Bowie State University. In May 2002, Dr. Merchant received her Ph.D. in Counseling Psychology with emphasis in forensics. Dr. Merchant also proudly served 8 years in the United States Army Reserves.

 

The majority of her vocational experiences have been in the correctional field to include working as a Psychologist conducting assessments and writing psychological evaluations for both non-adjudicated and adjudicated juveniles in residential/educational settings. In addition, she has managed and coordinated services at a halfway home for adult males. Prior to being employed with Prince George’s County, she was employed as a Mental Health Specialist. Her duties as a mental health specialist included conducting mental status examination for the purpose of triaging incarcerated individuals into appropriate housing units dependent upon their classification needs, specifically mental health needs.

Dr. Merchant is a Licensed Clinical Psychologist in the States of Maryland, Virginia, and the District of Columbia. Dr. Merchant’s professional memberships include; the American Correctional Association, Maryland Correctional Administrators Association, Association for Women in Psychology, American Psychological Association, Association of Black Psychologists, and American Counseling Association.

 

Dr. Merchant’s vision for the Bureau of Services is to develop and provide services to the offender population with assistance of interagency collaborations and the community at large. Additionally, under her leadership, it is her hope to be instrumental in developing and implementing a successful re-entry program that empowers offenders to positively transform their lives and become productive citizens.
